The 2.25-mile-long flood defense system, dubbed the East Side Coastal Resiliency Project (ESCR), has reached a major milestone with the opening of key areas within the East River Park.

Led by the New York City Department of Design and Construction (NYCDDC), the East Side Coastal Resiliency Project (ESCR) was developed through a collaborative design process involving BIG, Matthews Nielsen Landscape Architects (MNLA), ONE Architecture & Urbanism, AKRF, and the Lower East Side community.

Located within a FEMA-designated 100-year floodplain, the ESCR integrates floodwalls, slide gates, connecting berms, and elevated parkland into a continuous system protecting critical infrastructure—including a large pumping station, a substation powering much of Lower Manhattan, and numerous schools and libraries.

Following the substantial completion of the first phase of the ESCR in 2024, coastal reconstruction continues, reopening several major areas within East River Park around the Williamsburg Bridge.

The park is raised an average of 8 to 9 feet overall to provide vital flood protection, while new ecological features include 600 new trees and over 21,000 shrubs, herbaceous plants, and perennials to stabilize the shoreline.

The new Solar One Environmental Education Center, located at the northern entrance of the ESCR at the intersection of East 23rd Street and Avenue C, was jointly designed by BIG, the New York City Economic Development Corporation (NYCEDC), Gilbane Building Company, TYLin (formerly Silman), Cosentini Associates, and MNLA.

As the first building in NYC designed from the outset with integrated solar photovoltaic panels and battery storage, the 6,409-square-foot, wood-clad facility replaces the former Solar One site, which played a critical role during Hurricane Sandy by providing solar charging services to local residents when the grid south of 34th Street failed.

The building features a façade clad in FSC-certified wood battens and a fully photovoltaic roof with battery storage, minimizing concrete use—it is only used at the flood elevation, while the upper levels utilize lightweight, recyclable steel.

The center can operate autonomously via a 21-kilowatt solar array and battery system, potentially remaining open during power outages to support surrounding New Yorkers.

The Environmental Education Center is tracking toward LEED Silver certification, serving both as a paradigm of modern flood defense engineering and a practical tool for climate adaptation education.

These resiliency efforts continue moving south, where BIG is collaborating with Turner & EE Cruz Joint Venture, SCAPE, and Arcadis to design the North/West Battery Park City Resiliency Project (NWBPCR), covering the area from South Cove to North Moore Street in Tribeca.
