The Memphis River Parks Partnership, Studio Gang, and SCAPE Landscape Architecture announced the official opening of Tom Lee Park. This new 31-acre public space sits between the Mississippi River and Downtown Memphis. The park design was a collaboration between Studio Gang, which led the master planning and architecture, and SCAPE Landscape Architecture, responsible for the landscape design.

The park is named after the local Memphis hero, Black stevedore Tom Lee, who single-handedly rescued 32 drowning people after a steamboat capsized in 1925. The park's design aims to foster economic equity across Memphis by providing readily accessible amenities for local residents. Situated on the Mississippi River, the park is adjacent to an area that has seen underinvestment, including the lowest-income census tracts in Tennessee.

Carol Coletta, President and CEO of the Memphis River Parks Partnership, stated: "We have created a park-living space unique to Memphis, one that will engage people of all ages with its diverse spaces and activities, while helping to enhance the resilience of the river corridor." Jeanne Gang, founder and partner of Studio Gang, said: "From the outset, the input and feedback from the Memphis community were vital, ensuring the park's planning reflects the desire of all Memphians to enjoy the riverfront." She added: "With their help, we have created a destination that is both grounded and beautiful, ecologically healthy, where people can relax, exercise, play, and gather by the Mississippi River."

Tom Lee Park is dedicated to restoring the ecology of the area, actively responding to the vibrant ecosystem of the Mississippi River. Restored soil systems and the introduction of cold-hardy native plant species will attract birds and pollinating insects that thrive in the river corridor. Replacing flat lawns with undulating topography provides visitors with new and surprising perspectives for viewing the Mississippi River.

Kate Orff, founder of SCAPE Landscape Architecture, noted: "Tom Lee Park’s design is inspired by the dynamic flow patterns of the Mississippi River and the vision of revitalizing the river corridor. We improved the soil to nourish native vegetation and planted over 1,000 trees where there were fewer than 50, providing essential shade, increasing biodiversity, and creating habitat for pollinators and birds."

The design of Tom Lee Park also strengthens the connection between Downtown Memphis and the river. The park provides the first ADA-compliant river access for people with disabilities via the Cutbank Bluff and features safer pedestrian crossings of Riverside Drive at Vance, Huling, and Butler Streets. The park’s sheltering structures are constructed from wood, inspired by the industrial buildings that once operated on the waterfront. River-themed playgrounds and landscape elements designed by Monstrum create exciting destinations for recreation, outdoor education, dining, performance, and other activities, all enhanced by the vibrant backdrop of the Mississippi River.

The architectural heart of the park is the 16,000-square-foot Sunset Canopy, a timber structure supported by six "bundled" steel columns. Its roof beams are constructed from glulam (glued-laminated timber), an engineered wood product with a significantly lower carbon footprint than traditional reinforced concrete or steel. Above the beams, a slatted canopy, also made of wood, provides shade and shelter to the area below. This pavilion is designed to host a variety of community events and sports year-round, including basketball games, yoga classes, dance lessons, and concerts.

The park also integrates two newly commissioned public art installations: "A Monument to Listening" by Theaster Gates, and a colorful, geometric basketball court installation by James Little, a Memphis native whose career developed in New York City. Little’s work is situated beneath the Sunset Canopy.

The park is divided into four distinct areas delineated by a series of open lawns: the Civic Gateway, the Active Core, the Community Batture, and the Habitat Terraces. While each area has its own character, they all follow a master plan inspired by the hydrological patterns of the Mississippi River. What was once a flat lawn has transformed into undulating hills of native plants and trees, shaping spaces inspired by the dynamic beauty of the river.

These spaces—ranging from civic engagement and active recreation to quiet contemplation—accommodate a variety of activities while also providing habitat for native birds and pollinating insects migrating along the Mississippi River flyway. The planning and design process, which began in 2017, incorporated substantive input from thousands of Memphis residents and included a Youth Design Leadership Program that deeply engaged local teenagers in the design process.

Gia Biagi, Urban Planning Principal at Studio Gang, commented: "From the start, the design team engaged the community in a meaningful and continuous way, so the park's plan fully reflects the community’s own ideas and vision." The $61 million project was completed through a public-private partnership, funded by a coalition of city, county, state, and federal governments, alongside local and national philanthropies, corporations, and individuals.
