Los Angeles has historically not been known for its efficient use of space. Consequently, almost all land available for subsidized housing is now considered unbuildable. In 2018, the City of Los Angeles offered parcels from over 1,700 city-owned lots to affordable housing developers. Many of these sites were difficult to develop, situated along heavily trafficked streets or adjacent to freeways. Others were composed of irregularly shaped parcels that had been vacant for decades.

Lorcan O'Herlihy Architects viewed these lots as an opportunity to address the city's housing shortage. Isla Intersections is their second project designed for the non-profit Holos Communities. Situated in the shadow of one of the world’s busiest freeway interchanges—where the I-105 and I-110 intersect—the roughly 2,000-square-meter triangular site was formerly used as a traffic island and rail yard. Today, it houses 54 prefabricated residential units organized into two-to-five-story building volumes accessed via an internal courtyard.

Aligned along the axis of Broadway, Isla Intersections is composed of sixteen staggered boxes. Each box is assembled from three 20-foot-long, 8-foot-wide modular shipping containers, welded together from recycled steel to form a 480-square-foot unit. Compact and efficient, each unit features an open plan with an ADA-compliant kitchen, bathroom, living, and sleeping area. These units are stacked to form towers, connected by a series of walkways to create a unified building. The towers are intentionally scattered along the pie-shaped edge of the site, enclosing a series of pocket parks that offer surprising moments of connection between landscape and private residence. Ultimately, a public outdoor space is created within the building. To shorten construction time, the project utilizes a modular container structure, allowing for parallel on-site and off-site work, reducing the construction timeline from 45 to 30 months.

The design goal was to create a building that is both demarcated and robust—sturdy enough to withstand the demands of its location, yet porous enough to provide human-scaled outdoor space for residents to gather, work, and socialize. Along the main arterial road to the south, the building reaches five stories, stepping down to two stories on the north side, adjacent to single-family homes. The base of the tallest volume houses shops, offices, and client training rooms, where residents can access counseling services and professional training opportunities.

This courtyard and walkway also function as a "green lung," helping to filter diesel particulates and air pollutants from the roadside. The landscape design is site-specific, with the selection of trees, shrubs, and vines based on their ability to purify the air and bring moments of tranquility to the site.

A rooftop farm and edible garden will also provide temporary farm stands supplying fresh produce at a weekly farmers market. The project also has the potential to become part of a larger network of urban farms in the area whose mission is to carry on the agricultural traditions of South Los Angeles and bring affordable produce to what many consider a "food desert."
