场地适应与功能整合：该项目最显著的亮点在于其对场地条件的巧妙适应以及对多元功能的整合。建筑师充分利用了狭长的场地，并巧妙地将其与周边的环境联系起来。建筑坐落于“南水北调”工程景观带和开阔农田之间，设计并未试图完全改造场地，而是尊重了原有的公共性，保留了村民赶早集摆摊的习惯。同时，项目将服务中心的功能，包括行政服务、养老、会议等，与面向游客的餐饮、卫生间等文旅配套服务相结合，形成了一个综合性的服务中心。这种功能整合不仅满足了当地村民的需求，也为游客提供了便利，体现了设计的社会责任感。

空间布局与材料运用：在空间布局上，设计师采用了“打散”的设计手法，将大厅、书吧、卫生间等对外功能分散布置。这种做法不仅打破了场地尺度带来的压抑感，更在视觉上 tạo出一个开放、通透、轻盈的首层空间。材质的选择也颇具匠心。半透明的U型玻璃被大量运用，既保证了采光，又模糊了室内外的界限，让建筑与周围的农田和绿植融为一体。而南端老人居室区域则采用半反射的亚光银色铝板，在保证私密性的同时，也巧妙地反射了周围的景观。这种材料的对比运用，丰富了建筑的层次感和表现力，赋予了建筑独特的个性。

观景塔与整体设计：观景塔的设计是整个项目的点睛之笔。它不仅解决了服务中心在视觉上与周边环境隔离的问题，提升了建筑的标识性，更将建筑与周边的自然和人工景观联系起来。观景塔的加高设计，使其成为了一个绝佳的观景点，村民和游客可以从这里远眺“南水北调”工程，欣赏樱花林的美景。此外，观景塔与建筑整体的材料运用也形成呼应，二层和塔楼的实体部分采用了彩色现浇混凝土，与水利工程的人工特征相呼应。总而言之，该项目在功能、空间、材料和景观之间取得了完美的平衡，体现了设计师对环境、社会和人的深刻理解。

The Xuecun Party and Mass Service Center is located within a triangular plot of land in Xuecun, Wangcun Town, Xingyang City, Henan Province, near the main canal of the South to North Water Diversion Project. The clear water flowing from Danjiangkou in the artificial river channel on the southwest side slowly heads north, passing through a tunnel at the bottom of the Yellow River channel that flows east-west from a distance, and then exits from the north bank of the Yellow River several kilometers away, heading north all the way.
薛村党群服务中心坐落于河南省荥阳市王村镇薛村的一片三角形地块内，近“南水北调工程”中线干渠。西南侧人工河道内从丹江口引来的清澈水流缓缓向北，从不远处东西流向的黄河河道底部隧洞穿过，继而从数公里外的黄河北岸穿出，一路北上。

The cherry blossom forest located on the south bank of the Yellow River and north of the service center is a famous cherry blossom viewing destination in the Zhengzhou area. During the blooming season in April and May every year, tourists come from all directions, squeezing the usually quiet Xue Village to the brim. Therefore, when planning and establishing a service center, the village will combine public welfare services such as administrative services, elderly care, and activity meetings for villagers with cultural and tourism supporting services such as catering and restrooms for tourists, aiming to create a comprehensive service center.
位于黄河南岸、服务中心北侧的樱花林是郑州地区著名的赏樱胜地，每年四、五月花开时节，游客从四面八方赶来，将平日里安静的薛村挤得水泄不通。因此，在规划筹建服务中心时，村里将面向村民的行政服务、老人养护、活动会议等公益性服务功能与面向游客的餐饮、洗手间等文旅配套服务功能结合，旨在打造一座综合性的服务中心。

The project site is a narrow north-south oriented plot of land, bordered by the South to North Water Diversion Project waterfront green landscape belt to the west and open farmland to the east. Villagers regularly gather here to set up stalls. In order to preserve this public nature on the ground, continue the natural, lush, and undulating features of the waterfront, and break the oppressive feeling of the site's long and large scale, the design of the service center "disperses" the external functions and elderly care facilities such as the hall, book bar, and public restroom, and arranges them in the form of point like semi transparent and semi reflective boxes or hidden landscape slopes on the first floor, forming a green, transparent, and lightweight open space on the first floor. This not only facilitates the entry and exit of elderly care units, but also better serves villagers and tourists to the outside world.
项目场地是一块狭长的南北向地块，西接南水北调工程水岸绿化景观带，东侧是开阔的农田，村民定期在此赶早集摆摊。为在地面保留这种公共性，延续水岸的自然、葱郁、起伏，打破场地长向大尺度的压抑感，服务中心的设计将大厅、书吧、公共卫生间等对外的功能和养老配套设施“打散”，以点状半透明和半反射盒子或者隐藏的地景坡地形式布置于首层，形成绿色、通透、轻盈的首层开放空间，不仅方便老人养护单元的长者出入活动，也可以更好地对外服务村民和游客。

The linear volume floating on the glass box and grass slope is more "solid" and more integrated, mainly accommodating internal functions such as office and employee rest, while also connecting the village history exhibition hall inside the observation tower and the slightly raised staircase style multifunctional lecture hall at the north end. The latter end is equipped with floor to ceiling glass windows, balconies, and outdoor stairs, which lead to outdoor staircase benches and green small squares on the north grassy slope.
漂浮在玻璃盒子和草坡之上的线性体量更“实”，也更整体，主要容纳办公、员工休息等对内功能，同时也连接观景塔楼内的村史展览馆、北端微微翘起的阶梯式多功能报告厅。后者尽端设有落地玻璃窗、阳台和室外楼梯，可通往北侧草坡上的室外阶梯座凳和绿化小广场。

Xue Village, where the project is located, consists of 7 scattered natural villages. The service center is separated from Xue Village's main residential area and cherry blossom forest tourist area by Sakura Avenue and Yanhuang Expressway on both sides of the site. Therefore, we discussed with the village about raising the staircase of the village history exhibition hall and designing it as a watchtower to increase the visibility of the service center, making it easier for surrounding villagers and tourists to identify and locate.
项目所在的薛村由7座较分散的自然村组成，场地两侧的樱花大道和沿黄快速路将服务中心和薛村主要居民区、樱花林旅游区隔开。因此，我们和村里探讨将结合村史展览馆的楼梯间加高，设计成瞭望塔，以增加服务中心的标识性，使其更易为周边村民和游客识别定位。

The observation tower also responds to the artificial and natural landscape of the surrounding area, which combines strength and softness: villagers and tourists can climb up from here to overlook the "South to North Water Diversion Yellow River" infrastructure water conservancy project, which symbolizes human ambition and courage in transforming nature, and enjoy the beautiful and natural cherry blossom forest on the waterfront.
暸望塔也回应了这周边“刚柔并济”的人工和自然景观：村民和游客可自此登高远眺象征人类改造自然雄心和魄力的“南水北调穿黄”基础设施水利工程，欣赏柔美自然、粉翠相映的水岸樱花林。

The strip-shaped solid roof is equipped with a pedestrian platform. During weekdays and cherry blossom season, villagers and tourists can reach the elevated roof platform for sightseeing from the public staircase of the open observation tower; During extreme weather and natural disasters, this place can also serve as an emergency shelter.
条形实体屋面设有上人平台，在平日里和樱花季，村民和游客可以从对外开放的观景塔公共楼梯间到达抬高的屋面平台观景；在极端天气自灾害发生时，这里也可以成为紧急避难所。

In order to highlight publicness and openness, and weaken the "box" of small-scale public supporting services on the first floor, the material is mainly semi transparent U-shaped glass, revealing the plants and farmland on the other side of the site; In the southern elderly living area, semi reflective matte silver aluminum panels are used to wrap around, ensuring privacy and faintly reflecting the surrounding green trees and blue sky.
为了突出公共性、开放性，弱化消隐首层小体量公共配套服务功能“盒子”，其材质以半通透的U型玻璃为主，透出场地另一侧的植物和农田；在南端老人居室区域采用半反射的亚光银色铝板包裹，保证私密性，也隐约反射出周围的绿树蓝天。

The second floor and the solid part of the tower are made of colored cast-in-place concrete, which echoes the "artificial object" of large-scale water conservancy projects. The concrete walls inside the observation tower and the central skylight are equipped with small windows and reliefs, which resemble cherry blossom petals falling with the wind in spring when the sunlight falls.
二层和塔楼实体部分则采用了彩色现浇混凝土，与大型水利工程这一 “人造物”遥相呼应。观景塔和中段采光天井内的混凝土墙面设有小窗洞和浮雕，天光洒下时，仿若春日随风飘落的樱花花瓣。
