Robert A.M. Stern Architects (RAMSA) has designed a new flagship building for Georgetown University's McCourt School of Public Policy located on the Capitol Campus in downtown Washington, D.C. This new building, covering an area of 150000 square feet, is located at 125 E Street in the northwest district and serves as an academic center for students, faculty, researchers, and the broader policy-making community active in the capital. The building features extensive educational and community spaces, including 20 classrooms, a spacious main public area, academic offices, a 400 person auditorium, a large rooftop terrace with panoramic views of the United States Capitol, and a 280 person venue. As an academic center dedicated to addressing complex national and international challenges, the McCord School of Public Policy prioritizes sustainability and energy efficiency and aims to achieve LEED Platinum certification. In addition, a series of original site-specific installations created by architect, designer, artist, and sculptor Maya Lin encourage building users to reflect on their natural environment.

As the flagship building of the Congress campus, McCord College complements Georgetown University's presence in the city center and is a harmonious extension of the context. This cube shaped building, wrapped in stone, metal panels, and glass curtain walls -125 E Street, Northwest District - continues the form and scale of its surrounding buildings. Vertical fins and sun visors - mainly used to reduce sunlight exposure and optimize thermal performance - decorate the building facade with protruding lines, echoing the neat and uniform perforated windows of the adjacent 500 First Street in the northwest district. However, the building of McCotter College located at 125 E Street in the northwest district has introduced new visual interest through the interaction of metal, stone, and glass.

The internal architectural design of the McCord School of Public Policy is influenced by the unique educational opportunities brought about by its geographical location, which is close to major policy-making institutions in the United States, such as the United States Capitol and the Supreme Court. A broadcasting auditorium with a capacity of 400 people and a rooftop venue with a capacity of 280 people can host major policy makers and practitioners to discuss important issues related to national and international policy-making. The design of the building promotes organic interaction and chance encounters to cultivate a strong, interconnected, and inclusive academic community. Starting from the double layered high door hall filled with light, a "flowing staircase" connects the nine floors of the building. However, this staircase does not directly wind up, but crosses the building, requiring teachers and students to pass through various spaces when heading to the office or classroom. This staircase serves as an architectural expression of the school's interconnected community, resisting the formation of academic islands or hierarchical systems around the location.

The series of installations created by Maya Lin Studio called "Mapping Our Place in the World" inject vitality into indoor spaces, allowing residents to root in their local areas and prompting them to reflect on their connection to the broader world. Following the Potomac "is a glass marble installation on the ceiling, shaped like an aerial view of the Potomac River basin. In the main public area, a series of weather changing chandeliers called "Whether Birds" change color according to the presence of sunlight, clouds, snow, or rain. The directional speakers above the main staircase will play audio recorded in local waters, wetlands, forests, and grasslands at different times of the day and year. Lin also participated in the design of building roof landscapes. The Sky Garden is an outdoor terrace with an oval pool and native plants. It provides an opportunity for quiet dialogue and relaxation, while praising the regional ecology and framing the view of the United States Capitol.
