多层次空间策略与城市脉络重塑:设计巧妙利用场地高差,构建了多层次、立体化的交通网络,通过绿谷、水体、桥下空间等元素,实现了从废弃堆放地到城市绿肺的转变,并有效重塑了场地的南北向联系。特别是桥下空间的创新利用,打造了面向全龄段的活力公共空间(如篮球场),丰富了市民的体验层次,使公园成为连接市民、城市与自然的城市绿地系统核心节点。
运营前置的全生命周期价值最大化:该项目最精髓之处在于将运营思维贯穿于项目全生命周期。通过科学测算(公益性、半公益性、经营性比例),前置植入商业业态(如引入主力店),有效解决了停车等配套问题,并为政府资产带来了财务平衡和长久运营保障。这种模式极大地减轻了政府和国企的运营压力,确保了公园在满足公共服务的同时,实现社会、经济价值的最大化和可持续发展。
The total area of Jingyue Central Park is 490,000 square meters, with a construction area of 59,000 square meters. The project is surrounded by large residential areas with a population of about 300,000, various commercial and office land, and primary and secondary schools. It is adjacent to 9 higher education institutions, including Northeast Normal University, Jilin Jianzhu University, and Jilin Agricultural University. With the construction of elevated roads, river channels, and residential and commercial buildings nearby, the project site became a dumping ground for waste soil and construction debris, thus obstructing the north-south connection of the site and turning it into idle municipal land. Based on the needs of urban development, the project was launched. The park penetrates north and south, extends east and west, becoming a core node of the urban green space system connecting citizens, the city, and nature. Through the design and implementation of a series of green valleys, water bodies, activity spaces, and under-bridge spaces, it achieved a transformation from idle municipal land to an urban green lung.
净月中央公园总占地面积 490000 平方米,其中建筑面积 59000㎡。项目周边集聚约 30 万人口的大型居住区,多商办用地及中小学,紧邻东北师范大学、吉林建筑大学、吉林农业大学等 9 所高等院校。随着周边高架、河道、住宅商办楼的修建施工,项目地成为废弃土方和建筑废料的堆砌地,从而阻断了场域南北的联系,使其成为一处闲置市政用地。基于城市发展的需求,项目得以启动。公园向南北渗透,东西延伸,成为联系市民、城市和自然的城市绿地系统核心节点,通过一系列绿谷、水体、活动空间和桥下空间的设计与实施,实现了从闲置市政用地到城市绿肺的转变。

01 Integrated Design for Comprehensive Synergy
Jingyue Central Park is a collaborative work between Water & Stone Design and Shanghai Landscape Architecture Group under the EPCO model. Commissioned by the Changchun Jingyue Management Committee and Jingfa Group, this integrated approach of Design, Procurement, Construction, and Operation aims to maximize social and economic value. It seeks to enhance quality, reduce costs, meet schedules, and promote the sustained healthy development and operation throughout the project's lifecycle.
The integrated design methodology and formal language allow the park’s architecture and landscape to merge and permeate, achieving a harmonious and coexisting aesthetic. Landscape planning dominates the overall spatial layout, ensuring the rationality and coordination of the entire design. The designer-led responsibility system maximally establishes the design orientation within the EPCO framework, resulting in high aesthetic quality and superior results.

净月中央公园是水石设计与上海园林集团的EPCO合作作品,受长春净月管委会及净发集团的委托,通过设计、采购、施工、运营一体化,以社会及经济价值最大化为目标,最大程度地提高品质、降低成本、满足进度,促进项目全生命周期的持续健康发展与运行。
一体化的设计手法和形式语言,使得公园内建筑景观相互融合渗透,呈现协调共生的美学效果。景观规划主导整体空间布局落位,确保整体设计的合理性与协调性。设计师负责制使得EPCO中的设计取向得到最大程度的确立,成果呈现高颜值及高品质。

02 Seeing is Believing: High Fidelity Restoration
Design-led technical coordination and the early integration of unique, advanced design and construction technologies facilitated excellent crossover among multiple disciplines, presenting outstanding results. The observation decks in the East and West Zones utilized Karamba optimization for shell structure scaling and a steel-wood hybrid structure. Parametric design refined individual paving units based on fractal theories, creating an orderly and aesthetic paving system through classification and combination. In the design of the children's playground, Ameba was used for visual structural optimization and shape-finding, performing synchronous simulation in Rhinoceros during visual programming. This process identified structural weak points in the curves of the children's play area structures, allowing for optimization and reinforcement of load-bearing capacity.
02 所见即所得,还原性强
设计牵头的技术协同,独特、先进的设计及建造技术前置,实现了多专业良好的交圈,并呈现优异的效果。东西区瞭望台通过Karamba优化网壳结构尺度关系和钢-木混合结构。参数化设计以分行学理论细化铺装单体,通过分类、组合成具有秩序和美感的铺装系统。儿童乐园设计中,Ameba实现可视化结构优化找形,在可视化编程的同时,于Rhinoceros 中进行同步的仿真模拟。发现儿童游戏区构筑曲线的受力弱点从而优化找形,加强结构受力。

The collaboration between design and construction significantly improved the fidelity and implementability of the technical solutions. Continuous coordination between the lead design consultant, resource providers, and construction teams provided a strong foundation for park operations. By considering operational dimensions early in the construction design phase, factors like investment scale, functional formats, and usage effectiveness were maximally influenced. Bridge designs utilized dynamic principles and topology optimization for shape-finding early on, striving to minimize support members to achieve a significantly lighter structure. Leveraging the geometric freedom of spatial shell structures, the main keel and edge beams were integrated, ultimately realizing a lightweight, aesthetically pleasing, and digitized bridge structure.
设计施工的协同,大幅提高技术的还原度及可实施度。全程设计顾问与资源方、施工方的协同推进为公园运营提供良好的运维基础。通过施工落地角度上运营维度的前置,将极大程度影响项目的投资规模、功能业态、使用效果。公园桥梁设计前期应用动力学原理及拓扑优化找形,并努力减少支撑杆件形成相当轻盈的结构。利用空间拱壳结构造型自由的特点制造主体龙骨及边梁一体化的形式,最终实现整个桥体的轻盈化、美观化以及数字化的特点。

03 Multi-layered Pathways Connecting Spaces
The design utilizes elevation differences to construct a multi-layered, three-dimensional traffic network, linking various indoor and outdoor spaces of the buildings to present an experience of constantly changing views and flexible, varied scenarios. The shuttle paths in the green valleys feature a flexible and diverse pedestrian path system, aiming to perfectly integrate the natural beauty of the green valleys with humanized design, offering citizens an immersive and exploratory walking experience. The multi-layered three-dimensional paths collectively form a continuous and interconnected network linking to the park's characteristic nodes, ensuring smooth passage through all spaces.

设计利用高差关系构建多层次、立体化的交通网络,链接建筑不同的室内外空间,呈现移步换景、灵活多变的场景体验。绿谷中的穿梭路径,设计灵活多变的人行路径体系,旨在将绿谷的自然美景与人性化设计完美结合,为市民提供一种沉浸式的、探索性的步行体验。多层次的立体交通路径共同构成了一条连续互通的路径网络与公园的特色节点相连接,并实现了各个空间的顺畅通过。

Jingyue Central Park creates a vast and continuous ecological green lung in a dense urban environment. It not only provides an accessible place for urban residents to connect with nature and relax but also plays a vital role in improving the urban ecological environment and enhancing urban quality.

05 Operation Precedence for Full Lifecycle Value
An operational mindset runs through the entire project lifecycle, from planning to public opening, with operations involved throughout, significantly improving operational effectiveness. Through a design approach rooted in operational thinking, the park project was categorized based on financial calculations: 9% public welfare, 18% semi-public welfare, and 73% revenue-generating. This financial assessment provided a clear positioning for the park. The design maximized the utilization of supporting building floor area ratios by introducing commercial formats, securing high-quality anchor tenants like Baidu, and resolving parking issues, thereby creating premium assets for the government that support fiscal balance and long-term park operation. Integrating operational thinking and professional operational teams ensures that operating income can cover costs and potentially generate a surplus, significantly easing the operational pressure on the government and state-owned enterprises. Once operations stabilize, the right to operate can be transferred to local institutions and teams.
05 运营前置,全生命周期
以运营思维贯穿项目全生命周期,从策划开始直至对社会开放,运营全程参与,大幅提高运营效果。项目通过基于运营思维的设计方式,将公园项目按照公益性9%、半公益性18%、经营性73%进行测算分类,并通过财务测算为公园提供清晰的定位,设计上用足公园配套建筑指标,植入商业业态,引入百度等优质主力店,解决停车配套等问题,并为政府建造优质资产,利于政府财政资金的财务平衡和公园的长久运营。投入经营思维与专业化的运营团队,使得运营收入能够弥补运营成本外,还有潜在盈余的可能,使政府及国企的运营压力大幅缓解;待运营进入稳定状态,可将运营权移交属地化机构和团队。

06 Citizen Participation Fosters Vitality
The overall design of the park prioritizes citizen experience. Starting from the balance between presentation quality and cost, it guides the rational distribution of construction funds, creating localized highlights and a positive overall style, ensuring the park's final effect is experienced and perceived. The under-bridge space has been transformed into an innovative and inclusive multi-functional public area serving residents of different age groups. The ingenious design of the basketball court not only effectively utilizes idle urban space but also provides a brand new, vibrant gathering place for basketball enthusiasts.
06 市民参与,尽显活力
公园的整体设计更加为市民体验着想,从呈现效果与成本平衡的思维出发,引导建设资金合理分布,形成公园局部亮点及良好的整体风格,让公园最终效果能够被体验和感知。桥下空间被打造为一个创新且富有包容性的多功能公共空间,服务于城市中不同年龄段的居民。其中篮球场的巧妙设计,不仅充分利用了城市中的闲置空间,还为篮球爱好者们提供了一个全新的、充满活力的聚集地。

The social resources organized by the design team possess a cultural and fashionable appeal, earning the affection and interaction of citizens across all ages, especially younger demographics. A co-construction and shared cooperation model has been established between the university and the Central Park, providing a practical base for university construction activities and sharing educational resources and practical opportunities, offering students a crucial platform to integrate theoretical knowledge with practice.
设计团队组织的社会资源具有文化时尚感,得到全龄段市民,尤其是年轻人群体的喜爱与互动。高校与中央公园建立共建共享的合作模式,为高校的建造活动提供实践基地,共享教育资源和实践机会,为广大学子提供了一个将理论知识与实践相结合的重要平台。
