The floating cultural plaza, AquaPraça, co-designed by Carlo Ratti Associati and Höweler + Yoon, has become one of the landmark structures at the UN Climate Change Conference (COP30) held in Belém, Brazil. Unveiled in September during the Venice Architecture Biennale 2025 in partnership with the Italian Ministry of Foreign Affairs and International Cooperation, the Italian Ministry of the Environment and Energy Security, and the COP30 Presidency, AquaPraça is now presented as a key component of the Italian Pavilion at COP30.

The realization of AquaPraça is thanks to a unique international alliance, including the Italian Agency for Development Cooperation, the Mediterranean Agronomic Institute of Bari (CIHEAM Bari), and the World Bank Group’s Connect4Climate program, supported by BF Spa (a member of the BF S.p.A. Group, as the naming partner for AquaPraça at COP30), the Bloomberg Philanthropies, Costa Cruises, Enel, and Gruppo Ferrovie dello Stato Italiane. AquaPraça was built by Cimolai, a leading Italian advanced steel construction company.

Following COP30, Italy will donate AquaPraça to Brazil, collaborating with the State of Pará to transform it into a community space that fosters social engagement in climate, cultural strategy, and creative industries.

Moored in Guajará Bay, part of the Amazon river system, the 400 square meter (4000 sq ft) platform acts as a global public square, allowing people to experience climate change at a human scale. The structure utilizes Archimedes' principle to adapt to the daily four-meter tidal variations of the Amazon delta, revealing the underwater landscape of Guajará Bay every day. AquaPraça provides a compelling backdrop for designs that balance water levels with human activity. By floating, visitors can be at eye level with both natural and architectural systems. In Belém, AquaPraça includes an added roof structure, serving as a catalyst for civic engagement by hosting workshops, cultural events, and discussions on climate policy.

Initially presented in a simplified form in Venice, the project was later exhibited at COP30 as an extension of the 'House of Eleven Windows' in the heart of Belém. Today, it serves both as a new cultural landmark and a symbol of collaboration between Italy and Brazil. AquaPraça will become a permanent cultural infrastructure, a testament to Italy's contribution to the global climate dialogue and adaptive architecture. Guajará Bay, where freshwater meets saltwater at the confluence of the Amazon River system and the Atlantic Ocean, forms a powerful estuarine ecosystem that provides the stage for the full realization of AquaPraça, following its partial initial presentation in Venice.

“When we speak of climate change, we must start from a principle. Ecology and freedom are not contradictory, but must become part of the common objectives for the future of humanity,” said Italian Minister Antonio Tajani during his speech at the COP30 Summit. “The firm commitment of Italy, which I have just described, finds its concrete expression in the AquaPraça, the Italian Pavilion in Belém. It is a floating Italian piazza, reminiscent of Venice, where it was presented in recent months. It will remain here, in the Amazon region, as a space available to citizens, symbolizing the deep friendship between our two countries and the values of international cooperation in which Italy believes.”

“In 1980, Aldo Rossi looked to the past to demonstrate that architecture could still enrich the skyline of Venice. Today, with AquaPraça, we look to the future, exploring how to build with nature rather than against it. In doing so, we extend Rossi’s dialogue with Venice to a dialogue with the Earth,” said Carlo Ratti, Professor at MIT and Politecnico di Milano, co-founder of CRA, and Curator of the Venice Architecture Biennale 2025. “The project has always been conceived as a journey: a building with multiple lives. From Venice to Belém as the Italian Pavilion for COP30, and finally remaining in the Amazon region as permanent cultural infrastructure. This is the essence of circularity—reusing and recreating over time.”
