The project covers a piece of land located in the eastern part of the city, adjacent to mountains and former communist residential areas to the north, and informal settlements formed in the 1990s to the south. The terrain of the plot is significantly undulating: the height difference between the lowest and highest points is 27 meters, equivalent to the height of a nine story building.

Inspired by the layout of informal settlements, the Metropolitan Architectural Office (OMA) proposed a chessboard style combination of blocks and courtyards. The sloping terrain allows each building to overlook other buildings, creating a rich and diverse landscape perspective for the surrounding environment. While achieving high-density development, the project still retains 70% of the site space for the construction of public squares and green spaces.
受非正式聚居区布局的启发,大都会建筑事务所(OMA)提出了一种棋盘式的街区与庭院组合模式。倾斜的地形使得每栋建筑都能俯瞰其他建筑,为周边环境营造出丰富多样的景观视角。该项目在实现高密度开发的同时,仍保留了 70% 的场地空间用于公共广场和绿地建设。

The development project adopts a car free design, with all parking facilities located underground. The main street that runs through the project integrates commercial activities, seamlessly connecting Mangalem 21 with the future "Metrobosco" ecological belt and newly built ring road in the municipal planning.

By carefully designing the tangent corners as building entities, the abstract chessboard layout is transformed into continuous livable spaces. From this, three types of buildings have emerged: one is the "straddle core", which is a vertical transportation system shared by two adjacent buildings; The second type is' straddle apartment ', which refers to an apartment unit that spans across two adjacent buildings; The third is "kissing corner", which refers to the corner space where two buildings intersect.

The bold use of color in this project originated from the urban renovation plan initiated by Edi Rama, former mayor of Tirana, in the early 21st century to paint colorful apartment complexes left over from the communist era. By selecting a limited range of colors and applying them in different combinations to the exterior walls, window frames, and blinds of buildings, each building's facade presents a unique visual expression.

The openings (doors and windows) of the building adopt a standardized modular system, which creates rich and diverse visual effects through position offset and internal subdivision combination in unity. The roof is regarded as the "fifth facade" of the building - due to the overall stepped layout of the project, the upper building overlooks the lower roof, so the roof design also focuses on landscape presentation and spatial interaction.
