Arizona Center is a public/private mixed use project that has catalyzed the revitalization of downtown Phoenix. In an urban center that offered few historic buildings, no waterfront or even a Main Street shopping tradition, the project has become a new urban focus: gardens and active uses that keep people downtown after work, cause suburbanites to take their kids downtown on weekends, and lure tourists from the golf course. With 800 date palms to signify its presence, Arizona Center creates an urban center of eight square blocks in a former redevelopment area. Surrounded and essentially cut off by surface parking lots, the site had a very tenuous connection to what downtown there was. Now the palms connect the gardens to the street, scale down the office towers, and provide shade and spatial definition for the gardens. At the project’s center, the landscape design creates a compelling modern "oasis" that offers refuge and mediates between the disparate architecture of the surrounding offices and retail buildings. Shade, breezes and water in seemingly great abundance attract desert dwellers even in the summer. The cooling atmosphere lures workers outside, and retailers benefit from a market day ambiance without air-conditioning or mall vernaculars. The center of the gardens is 10 feet lower than the street, creating a shallow bowl with a slack water pool resting at the low point. The pool is fed by a "spring" emerging from clear water jets on the central plateau, which becomes a stage when the water is turned off. The water is filtered through dripping, misting grottoes occupied by three-foot tall bronze frogs of a type indigenous to Phoenix. Decomposed granite walks divide the sloping, terraced gardens into an intricate quilt. Desert plant materials like hesperaloe, yucca, and sage cluster in tight masses to make a rich tapestry under the layered shade of palms, mesquites and trellises. Though officially private, the gardens intentionally provide public gardens for downtown Phoenix and they are open 24 hours a day. Office workers bring their bag lunches at noon, families stroll in the evening, and wedding parties gather to be photographed. In a larger context, the Arizona Center project creates a new district that revitalizes downtown by providing work, eating and drinking, and entertainment opportunities. Water conservation was a major landscape criteria. Plants are almost all native desert varieties. For example, deciduous mesquite trees provide natural heat and air conditioning; their bare branches permit sun to penetrate the space in winter, while heavy leafing in spring and summer produce shade and cool. Though seemingly abundant, the water displays are carefully, even theatrically concentrated at the garden's center. They use low volume hydraulics to cool as much by sound and sight as by volume.
