海啸疏散综合体:Toi 橙色露台/ 今井实验室,东京大学IIS + 日本工营都市空间株式会社
项目理念与社区融合:“橙色露台Toi”项目最引人注目的地方在于其将海啸疏散功能与旅游功能完美结合的创新理念。不同于其他地区采取的破坏自然景观的大型防波堤方案,该项目选择与社区深度融合,通过创建疏散塔、观景台等设施,不仅保障了居民的安全,还为当地旅游业注入了新的活力。这种设计理念充分考虑了社区的需求和地方特色,没有一味强调安全,而是将防灾措施融入到日常生活中,使其成为社区居民乐于使用的公共空间,这种融合体现了对当地文化的尊重和对可持续发展的追求。
建筑设计与环境的和谐统一: 建筑设计上,项目巧妙地利用了3D扫描技术,将弯曲的松树形态融入到建筑结构中,避免了砍伐大直径松树,最大程度地保留了当地标志性的松林景观。同时,建筑选址也极具策略性,位于海岸线与松原公园的交界处,象征着城镇与大海之间的门户,实现了建筑与环境的和谐统一。此外,建筑底层架空区域的设计,既为海滩游客提供了遮蔽空间,又创造了独特的视觉效果,通过反光材料的运用,将周围的自然景观映照在建筑表面,进一步模糊了建筑与环境的界限,实现了人与自然的共生。
结构与功能的巧妙结合:该项目的结构设计同样值得称道。位于14米高处的疏散层和观景层,不仅确保了海啸发生时的安全,还提供了开阔的视野,增强了建筑的通透性。支撑这些楼层的纤细维伦代尔桁架柱(Vierendeel girder)不仅结构精巧,也最大限度地减少了对景观的遮挡。建筑外部设置的两条楼梯,为游客提供了便捷的疏散路线,也串联起了观景平台,使得游客在欣赏美景的同时,也能了解和熟悉疏散通道。这种功能与结构的巧妙结合,既满足了实际需求,又提升了建筑的美观性,展现了设计师深厚的专业功底和对细节的极致追求。

The "Orange Terrace Toi" project located in the Tsuchii area of Izu City is designed as Japan's first building that fully integrates tsunami disaster prevention and tourism functions. Tufei is a traditional hot spring town full of Japanese scenery, characterized by pine forests. Despite the continuous influx of tourists during the beach season, the town is facing a significant risk of a 10 meter tsunami hitting the coast just six minutes after a strong earthquake in the South China Sea trough. However, after extensive discussion, the local community decided not to build a large breakwater that would damage the beautiful scenery of Suruga Bay, which is different from other areas. On the contrary, they decided to protect the area by declaring Tsuchii as Japan's only tsunami disaster special alert zone and building tsunami evacuation towers.
位于伊豆市土肥地区的“橙色露台Toi”项目被设计为日本首座完全融合海啸防灾功能与旅游功能的建筑。土肥是一个充满日式风光的传统温泉小镇,以松林为特色。尽管海滩季节游客络绎不绝,但该镇却面临着南海海槽强震后仅六分钟便可能有高达10米海啸冲击海岸的重大风险。然而,经过广泛讨论,当地社区决定不建造会破坏骏河湾美景的大型防波堤,这与其他地区有所不同。相反,他们决定通过宣布土肥为日本唯一的海啸灾害特别警惕区,并建造海啸疏散塔来保护该地区。

The tower is envisioned as a multifunctional facility that not only serves as a tsunami evacuation point, but also as an observation deck, integrating into the daily life and tourism industry of the community. By combining disaster preparedness with tourist attractions, the project aims to revitalize the region, ensure the regular use of facilities, and also serve as a training ground for disaster preparedness. The existence of this facility enhances the overall disaster recovery capability of the community.
该塔被构想为一座多功能设施,它不仅能作为海啸疏散点,还将作为一个观景台,融入社区的日常生活与旅游业中。通过将防灾准备与旅游景点相结合,该项目旨在振兴该地区,确保设施的常规使用,同时该设施也起到了防灾准备培训的作用。该设施的存在提升了社区整体的灾害恢复力。

The building is strategically located on the boundary between the coastline and Matsubara Central Park - Matsubara Park (Pine Forest), symbolizing the gateway between the town and the sea. As pine forests are iconic elements of the local landscape, the design of the buildings revolves around these natural elements to avoid cutting down large-diameter pine trees. The architectural layout adopts 3D scanned images of curved pine trees, allowing the building to coexist with the trees while providing necessary evacuation floor area. The resulting design aims to create a new landscape that harmoniously coexists with the existing environment.
该建筑战略性地坐落于海岸线与松原市中央公园——松原公园(松林)之间的边界上,象征着城镇与大海之间的门户。由于松林是该地区风景的标志性元素,建筑的设计便围绕这些自然元素展开,避免砍伐大直径的松树。建筑布局采用了弯曲松树的3D扫描图像,使得建筑能够与树木共存,同时提供必要的疏散楼层面积。由此产生的设计旨在创造一种与现有环境和谐共存的新景观。

The evacuation layer and observation layer are located 14 meters above ground level - above the tsunami affected area - thus creating a spacious bottom level elevated area below, with a shading effect similar to natural pine forests. This space provides shelter for beach tourists and serves as an intermediate evacuation area for those entering through large stairs from the beach. The evacuation and observation levels are wrapped in glass to maintain transparency and accommodate tourism functions, all supported by slender Vierendeel girder truss columns. There are two external staircases around the building to ensure that even tourists unfamiliar with the area can easily find evacuation routes. These stairs also lead to a viewing platform, providing visitors with a scenic route to appreciate the natural beauty of Songyuan Park during their climb.
疏散层和观景层位于地面14米以上——即海啸波及范围之上——从而在下方形成了一个宽敞的底层架空区,其遮荫效果类似于天然松林。该空间为海滩游客提供庇护,并作为从海滩通过大型楼梯进入的中间疏散区。疏散层和观景层被玻璃包裹,以保持透明度,并容纳旅游功能,所有这些都由纤细的维伦代尔桁架柱(Vierendeel-girder)支撑。建筑周围设有两个外部楼梯,以确保即使是不熟悉该地区的游客也能轻松找到疏散路线。这些楼梯还通往观景平台,为游客提供了一条风景优美的路线,使他们在攀登过程中能够欣赏松原公园的自然美景。

Reflective materials are used on key surfaces of the building, such as the bottom of the elevated area, to reflect the surrounding natural landscape - pine trees, sea, and sunset - and blend the building with the surrounding environment. From an architectural design perspective, the structure is designed as a gateway between the ocean and the mountains, creating a harmonious new landscape where natural and man-made structures intersect, while preserving the beautiful scenery of the coastline.
在建筑的关键表面(如底层架空区的底面)上使用了反光材料,以映照周围的自然景观——松树、大海和日落——使建筑与周围环境融为一体。从建筑设计的角度来看,该结构被设计为海洋与山峦之间的门户,创造了一个自然与人造结构交汇的和谐新景观,同时保留了海岸线的美丽景色。
